Product Introduction
Woodward 8516-039 is a TG-13 mechanical-hydraulic governor designed for speed control of small-to-medium steam turbines. It provides proportional speed-droop regulation and is intended for applications that do not require isochronous (constant-speed) operation.
The unit features a self-contained oil sump, weatherproof housing and a serrated terminal shaft that delivers mechanical output to the steam valve linkage. Typical speed ranges covered by the TG-13 family include 1100–2400 rpm, 2400–4000 rpm and 4000–6000 rpm; the 8516-039 is commonly configured for the mid-to-high speed band with counter-clockwise (CCW) rotation. Factory-set droop is internally adjustable.
Installation & Configuration Guide
Phase 1 — Pre-Installation (est. 15 min)
Shut down the turbine and isolate steam. Allow the governor and oil to reach ambient temperature. Tools: torque wrenches, dial indicator or protractor for shaft travel, clean hydraulic oil matching Woodward specification, multimeter if electrical accessories are present. Photograph linkage geometry, drive-shaft orientation and existing speed-setting position.
Phase 2 — Removal (est. 15–20 min)
Disconnect the terminal-shaft linkage. Drain the oil sump if required. Unbolt the governor from the turbine pad or drive housing. Support the unit carefully to avoid damaging the drive shaft or pilot valve.
Phase 3 — Installation (est. 20 min)
Verify the part number 8516-039 and rotation direction (CCW). Mount the governor, ensuring correct drive-shaft engagement and alignment. Fill the sump with the specified oil to the correct level. Connect the terminal-shaft linkage so that full governor travel corresponds to the required valve stroke. Set initial speed according to the screw or lever arrangement.
Phase 4 — Power-On & Testing (est. 30 min)
Start the turbine under controlled conditions. Verify oil pressure build-up, check for leaks and confirm stable speed regulation under load changes. Adjust droop if necessary for load-sharing or process stability. Record final speed setting and linkage geometry.
Troubleshooting quick-reference:
- Unstable speed → check oil level/viscosity, droop setting and linkage binding
- Insufficient torque → verify full terminal-shaft travel and internal pressure
- Overheating → confirm need for heat exchanger on high-speed applications
